Preheat oven to 400 degrees F. Coat a large rectangular baking sheet with tin foil or parchment paper. Spray the tin foil or parchment paper with cooking spray.
Cut the zucchini lengthwise and scoop out the seedy center, making sure there is 1/2 on the bottom and sides. Place the zucchini on the baking sheet.
Mix the garlic powder, onion powder, salt, and Pepper together and sprinkle on each zucchini half.
Heat a skillet over medium-high heat with the 2 T olive oil. Add the Hamburger. When browned on one side, flip the hamburger and add the onion, red pepper, Paprika, salt, and pepper on top. When that side is browned, mix the ingredients until well combined. Add the garlic and the can of diced tomatoes. When the liquid starts to boil, turn down the heat and simmer until thickened.
Sprinkle the pepperjack cheese evenly over the zucchini halves, then spoon half of the hamburger mixture onto them, sprinkle with cheddar cheese, add the remaining filling, and top with mozzarella cheese.
Bake in a 400 Degree F oven for about 30 minutes or until the cheese is melted and golden brown. (Time may vary depending on the size of the zucchini)
